Ismail Jarushi, head of the Jarushi crime organization, was placed under a 40-day administrative house arrest on Monday. Police will have access to security cameras on certain days to monitor him. This order has been used in recent months against criminal organizations to curb the activities of high-ranking offenders.

Defense attorneys Yaron Gigi and Walid Kabub criticized the measure, stating that it represents a draconian law allowing police to impose severe restrictions on personal freedom without an indictment or conviction, relying instead on classified intelligence. They argued that bypassing the criminal trial process and stripping individuals of their freedom when evidence is lacking undermines fundamental rights.

In a related case, a similar administrative order was recently issued against Issa Aluwah, a senior figure in the Jarushi organization. Police sought to confine him to house arrest and banish him from Lod for 60 days. Although his lawyer argued that expulsion would endanger his life, the court ordered a 10-day house arrest followed by a two-week ban from specific cities and plans for international travel.

Attorney Walid Kabub strongly condemned the legislation, describing it as an extreme and disproportionate measure reminiscent of dark judicial systems. The law permits administrative detention of criminal bosses for up to 45 days, a tactic increasingly utilized by law enforcement to disrupt organized crime networks across the country.
