Administration officials indicate that a limited pre-election strike could serve as an initial phase, potentially followed by a broader military campaign after November 3. Republican campaign managers warn that the ongoing conflict remains unpopular and poses a heavy burden for candidates trying to maintain majorities in the House and Senate.
"This will make the president look like he achieved a victory, and as if gas prices are about to drop," said a Republican familiar with the discussions.
