Four months after 'Lion's Roar': Refunds for public transport passengers
The Ministry of Transport will begin on Sunday a refund operation for passengers who held periodic subscriptions during the period of service reduction during the war. The refund will be granted to holders of 'Hofshi Hodshi' and students who held an annual subscription or a subscription for the second semester of the current academic year, and it can be redeemed until the end of 2026.

Four months after 'Lion's Roar', the Ministry of Transport will begin this coming Sunday a refund operation for public transport passengers who held periodic subscriptions at that time. The refund refers to the period when public transport service was significantly reduced and will be granted to passengers who held a 'Hofshi Hodshi' subscription and could not use it during this period, as well as to holders of an annual student subscription or for the second semester of the 2025/2026 academic year. The refund can be redeemed until December 31, 2026.
The refund amount is determined according to the number of days it was not possible to use the subscription due to the reduction in public transport and is calculated automatically. Thus, holders of 'Hofshi Hodshi' at that time will receive a 'Hofshi Yomi' subscription load, identical to the subscription they had and for the number of days corresponding to the number of days the service was reduced. Alternatively, they will be able to receive a discount on the purchase of a 'Hofshi Hodshi' subscription according to the number of days the service was reduced, or a 'stored value' load on the Rav-Kav card in the amount of 70% of the value of the number of days of service reduction.
Those who held an annual student subscription, or for the second semester, will now receive a discount on the purchase of an annual subscription or for the first semester of the next academic year, in the amount of the number of days the service was reduced. Alternatively, it will be possible to receive a 'stored value' load on the Rav-Kav, in the amount of 70% of the value of the number of days the service was reduced, or a discount on the purchase of a 'Hofshi Hodshi' according to the number of days.
The amount will be refunded via the websites/apps of the companies 'HopOn' and 'Rav-Kav Online' and at charging devices in businesses that provide Rav-Kav charging services across the country. It is also possible to order a charge and redeem it at a suitable charging device, or order a charge by phone at 03-7207406.
The Director General of the Ministry of Transport and Road Safety, Moshe Ben Zaken, stated:
"The ministry is preparing together with public transport operators and service systems for a fast and convenient implementation of the refunds. The mechanism allows identifying eligibility via the Rav-Kav card and presenting the passenger with the relevant redemption options for them. We will continue to work to provide the public with efficient, fair, and accessible service, anywhere and at any time."
