The Knesset Constitution Committee is set to convene to oversee the implementation of the law establishing a special military tribunal for the perpetrators of the October 7 massacre. The facility, slated for the Atarot industrial zone, will prosecute those involved in the attacks and the kidnapping of soldiers and civilians.

Timeline and Implementation Delays

According to an internal working document from the Ministry of Defense obtained by the media, the timeline for the tribunal's operational readiness extends significantly. The tribunal will not be able to function before late 2027, meaning the first formal indictments against the terrorists are expected to be filed in early 2028—over four years since the outbreak of the war.

The steering committee overseeing the project outlined several critical milestones, including budgetary approvals from the Ministry of Finance, the recruitment of prosecutors, and infrastructure development. Construction and planning tenders are scheduled throughout late 2025 and 2026, with land allocation approvals expected from the Israel Land Authority by early 2027.

"The process is complex, requiring coordination across multiple security and judicial agencies to ensure international legal standards are met while delivering justice for the victims of October 7," committee sources noted.

Logistics and Security Frameworks

In addition to infrastructure construction, the roadmap includes the procurement of modular units, recruitment of judges, translation services for Arabic-speaking defendants, and specialized security personnel from the Israel Prison Service and Court Guard. A comprehensive public diplomacy and media coordination center is also planned to handle international and domestic broadcasting of the proceedings.
