Kfar Saba Man Indicted for Systematic Online Harassment and Threats to Minors
A 26-year-old Kfar Saba man was indicted for a systematic, year-long campaign of online harassment and death threats targeting multiple minors using fake social media accounts.
A nine-count indictment was filed Wednesday at the Tel Aviv Magistrates' Court against 26-year-old Raphael Reef from Kfar Saba, detailing a systematic online harassment campaign targeting numerous minors and young women over more than a year, according to the State Attorney's Office.
The investigation, conducted by Unit 105 in Lahav 433, revealed that the alleged offenses took place from June 2025 until Reef's arrest on August 31, 2026. During this period, Reef allegedly created fake TikTok accounts designed to shame and defame the victims. When the victims asked him to stop, he reportedly escalated the harassment by sending numerous WhatsApp messages from dozens of different phone numbers, wishing that they would be hit by missiles, contract cancer, or commit suicide.
Methods of Evasion and Harassment
According to the indictment, Reef used dozens of different phone numbers—mostly linked to prepaid SIM cards—which he interchanged in his mobile devices to conceal his identity and evade law enforcement. In several cases, the contact began on social media platforms, where Reef followed a minor's TikTok account and subsequently opened fake profiles using her photos. After victims blocked him, he continuously opened additional accounts and bombarded them with abusive messages.
In one instance, at least eight additional fake TikTok accounts were opened under a minor's name, featuring humiliating captions alongside her pictures. When victims attempted to block the accounts, Reef sent messages such as, "Three pages are being opened against you - wait." Another case involved a minor who received severe threats urging her to take her own life, leading to profound psychological distress and causing her to miss most of the school year.

Escalation Despite Restraining Orders
In February, the Kfar Saba Magistrates' Court issued a restraining order prohibiting Reef from harassing or contacting one of the victims. Despite the legal prohibition, the harassment persisted. In April, the victim pleaded with him to stop, to which Reef replied, "In a dream," and continued threatening further publications. By May, he messaged her, "Abigail, it's not too late to commit suicide."
Another count details threats sent to the father of a 2010-born minor, boasting about victims committing suicide. Additional charges highlight instances where Reef published victims' phone numbers and identity card numbers online, accompanied by derogatory content and mocking messages following police complaints.
The indictment charges Reef with numerous offenses, including multiple counts of threats, harassment via telecommunications equipment, invasion of privacy, violation of a legal order, and computer offenses. Prosecutors announced that they will seek a prison sentence if he is convicted.
