Kentucky Court Convicts Two Residents for Severe Animal Neglect Involving 46 Chihuahuas
Two Lexington, Kentucky residents were convicted of severe animal neglect after authorities rescued 46 Chihuahuas living in squalor from two homes, following neighbor complaints.

A severe case of animal neglect and abuse in Kentucky has concluded in court, as two residents of Lexington, James Kikepher and Stephanie Avner, were convicted of multiple serious charges regarding animal mistreatment and keeping pets in life-threatening conditions. The conviction follows a raid by local law enforcement officers who rescued 46 Chihuahuas kept in dire environmental and sanitary neglect, according to a report by TV station WOWK 13 Huntington.
Investigation and Discovery
The lengthy investigation began in March 2023 after local animal control agencies received repeated complaints from neighbors. Residents reported severe sanitary hazards, strong odors emanating from the properties, and genuine concern that numerous purebred dogs were being kept inside the two homes without proper care.
When enforcement inspectors first made contact with the occupants, one of them admitted to having no idea how many dogs were actually inside the building and agreed to surrender some of them. However, upon stepping inside, officials determined that the interiors posed an immediate health and safety hazard to both humans and animals, according to WKYT.
"I knew this day would come," Stephanie Avner told investigators after being found hiding in one of the rooms.
Rescue and Rehabilitation
Authorities subsequently obtained a judicial search and seizure warrant for both homes. Forensic and security teams uncovered 46 Chihuahuas living in cramped conditions, some inbreeding without medical or veterinary supervision. The houses were covered in thick layers of feces and urine, with a pungent ammonia odor stinging the eyes and nostrils of the entering staff.
The dogs' health was extremely poor. Several sick puppies requiring urgent, life-saving veterinary care were rushed to emergency clinics, though some sadly did not survive due to prolonged neglect. Following the legal proceedings and the official conviction of Kikepher and Avner, the rescued Chihuahuas were transferred to a local humane society for medical rehabilitation and eventual adoption into warm homes.
