Iran has relied heavily on digital dollars issued by Tether — one of the world's most profitable cryptocurrency companies — to bypass the U.S. sanctions regime, according to a report by Senate Democrats. The report, prepared by the Permanent Subcommittee on Investigations and led by Senator Richard Blumenthal, reveals that Tether's stablecoin has become a primary payment method for the Iranian regime and a crucial tool for funding its regional proxy groups, such as Hezbollah.

The Role of Stablecoins in Iran's Shadow Banking

Stablecoins are a type of cryptocurrency pegged to real-world fiat currencies, specifically the U.S. dollar in the case of USDT. This characteristic makes them significantly less volatile than other digital assets, rendering them ideal for exchange, payments, and illicit financial activities including money laundering. Tether currently dominates the market, accounting for approximately 60% of all stablecoins in circulation.

"The report exposes how Tether and its flagship token have become central to Iran's shadow banking system, enabling the Iranian government to fund regional proxies, commit human rights abuses, and advance hostile drone and missile programs in defiance of our sanctions regime," Senator Richard Blumenthal stated.

Findings of the Senate Investigation

The Senate investigation analyzed 846 cryptocurrency wallets sanctioned by the United States and Israel due to their ties to Iran. The findings indicate that 84% of these wallets conducted transactions almost exclusively in USDT. Although the U.S. Treasury Department has escalated economic restrictions against Tehran throughout the year, the reliance on Tether exposed a critical vulnerability in international enforcement.

Tether representatives did not immediately respond to requests for comment, though the company has previously collaborated with law enforcement agencies to freeze specific wallets linked to the Iranian regime. Legal experts note that Tether possesses the technical capability to freeze and reissue USDT tokens across different blockchain addresses. Nevertheless, the Senate report criticizes the firm for failing to act swiftly enough to immobilize assets held by sanctioned entities.
