The incident occurred as Donald Trump departed on the presidential helicopter from the Ellipse, near the White House, en route to Andrews Air Force Base for a scheduled trip to Los Angeles. Before such a takeoff, the helicopter crew is required to notify Reagan Airport flight controllers three minutes in advance. This warning allows them to briefly pause other departures and ensure the presidential flight path is clear.
However, communication problems arose. The first message transmitted by the "Marine One" crew was not received. A second attempt resulted in a fragmented signal that could not be understood. An attempt to relay the message through a nearby military base also failed.
Because controllers did not receive the warning, they did not halt airport traffic. Simultaneously, an Envoy Air passenger plane received clearance to take off for Pensacola, Florida. The plane began its climb just as the presidential helicopter departed from a point approximately three kilometers north of the airport.
According to a preliminary assessment by the US Federal Aviation Administration (FAA), the two aircraft were at one point about 1.5 kilometers apart horizontally, with a vertical separation of approximately 213 meters. The passenger plane's safety system detected the helicopter and issued a "Traffic, Traffic" warning. The pilots did not see "Marine One" visually but noted it on their cockpit display.
The system did not trigger a requirement for emergency evasive maneuvers. The helicopter subsequently climbed to an altitude where communication with the control tower improved. Controllers warned the crew about the passenger plane, and the "Marine One" personnel confirmed they had visual contact. No injuries or damage occurred, and both aircraft continued their flights.
The report indicates that communication issues in the area were known prior to the event. Days earlier, members of the military unit operating the presidential helicopters had met with Reagan Airport controllers to discuss the unstable connection. Controllers had previously noted that helicopter crews did not always provide the required three-minute notice.
Following the incident, it was agreed that crews would use alternative communication methods if direct contact with the tower failed. An investigation found that the positioning of communication equipment did not allow for adequate reception at the helicopter's departure site. The equipment has since been relocated to the top of the airport's control tower, resolving the issue.
Despite the unusual proximity, initial data suggest the vertical separation met safety requirements. The FAA described the event as a situation where the standard required distance was not maintained for a short duration. The investigation remains ongoing, and no final cause or assignment of responsibility has been determined.
The White House emphasized that Donald Trump was not in danger. White House spokesman Kush Desai stated: "Marine One flights are flown by some of the best pilots in the world, and at no point was the President in danger." The National Transportation Safety Board (NTSB) continues to examine flight data.
