Hind Rajab Foundation Files ICC Complaint Against Israeli Medical Officials Over Detainees
The Hind Rajab Foundation filed an ICC complaint against Israeli medical and defense officials over alleged detainee abuse at Sde Teiman, a move dismissed by Israel as biased warfare.
The anti-Israeli Hind Rajab Foundation has filed a complaint with the International Criminal Court (ICC) prosecutor against the Israel Medical Association, doctors, and senior officials from the Ministries of Health and Defense, alleging involvement in the torture and abuse of Palestinian detainees at the Sde Teiman facility since October 7, 2023.
The complaint claims that medical teams were required to treat detainees while they were cuffed and blindfolded, and that restrictions were placed on transferring them to civilian hospitals. According to the foundation, at least 29 detainees died at the facility by November 2025 due to physical violence or medical neglect, accusing those involved of war crimes, crimes against humanity, and genocide. Named individuals include Israel Medical Association President Prof. Zion Hagai and CEO Leah Wapner. These are allegations raised in the complaint rather than judicial rulings.
Israeli officials have previously characterized the foundation's activities as part of a legal and psychological warfare campaign against Israel aimed at deterring IDF soldiers from traveling abroad and exerting international pressure. Israel maintains that much of the material published by the organization relies on open-source social media posts and is presented with a biased agenda.
Named after a Palestinian girl killed during the war in the Gaza Strip, the Hind Rajab Foundation has become one of the most prominent bodies tracking IDF soldiers abroad and filing criminal complaints across various nations. According to its statements, it has filed over 90 complaints in roughly 30 countries to date, though only a handful of cases have resulted in preliminary procedural steps without yielding significant convictions or indictments.
