Democratic lawmakers in the United States Congress are adopting a more critical and punitive approach toward Israel, according to a series of recent steps. A report in the New York Times indicates these moves suggest Democrats may advance sanctions over settlement construction and other actions if they secure a majority in upcoming elections.

Senate Vote on Human Rights Report

Nearly all Democratic senators recently voted to advance a measure requiring the administration of Donald Trump to produce a human rights report examining violence by Israeli actors in the West Bank, including the deaths of Palestinian-American citizens. Although the proposal failed with 51 opponents to 47 supporters, the near-unanimous support from the Democratic Party highlights a new willingness to take steps previously considered taboo given the close alliance between the United States and Israel.

Legislative Proposals for Sanctions

Alongside the moves in the Senate, senior Democrats in both congressional chambers are proposing legislation that would impose sanctions on Israel over settlement construction. Their goal is to send a clear message to Israeli companies and banks that involvement in such construction will trigger punitive measures. Senator Chris Coons of Delaware recently introduced legislation to impose sanctions on construction in the E1 area, which is viewed as a significant strategic zone.

These developments come against the backdrop of escalating regional violence and coordinated sanctions announced by Britain, France, and Canada against Israeli settlements. The Democratic Party appears to be moving beyond statements of condemnation toward practical measures that could alter the nature of relations between the two nations.
