Tartus

Moscow and Damascus are set to sign an agreement allowing Russia to retain access to its military bases in exchange for training Syrian security forces. This development comes amid the sentencing of Bashar al-Assad to death.

After the fall of the Assad regime, Moscow is no longer the hegemonic power in Syria. Damascus is reclaiming infrastructure in Hmeimim and Tartus, while Russia tries to maintain influence through training, weapons, energy, and economic dependence, with implications for Israel as well.

The two Russian bases in Hmeimim and Tartus in western Syria will be reorganized under a new agreement. The memorandum sets a three-month timeframe to transition these facilities into joint training centers.
