The State of Israel cannot operate in a centralized manner and treat local authorities as an executive arm of government ministries. Whoever is closest to the resident must receive more freedom of action, more tools, and more authority.

The reform proposed by the Ministry of Finance to transfer powers to local authorities is not just an "interesting management idea" – it is an existential and necessary step to save the teaching profession in Israel.
