<b>Shin Bet chief David Zini warned yesterday that if settlement leaders and civil authorities fail to speak out against violence in the West Bank, he will have no choice but to recommend reinstating administrative detention orders against Jews.</b>

Zini emphasized that he opposes the measure but conditioned his continued restraint on clear opposition from the leadership. Defense Minister Israel Katz halted the use of administrative detentions against Jews nearly two years ago.

The issue sparked a tense cabinet confrontation between Zini and ministers, including Orit Strock. Prime Minister Benjamin Netanyahu and Foreign Minister Gideon Sa'ar warned that the violence damages Israel's international standing.
