New Report Warns of Convergence of Illegal Arms and Iranian Threats in the Negev
A new Riefman Institute report warns that illegal weapons, nationalism, and Iranian espionage in the Negev threaten critical Israeli airbases during wartime.
A newly published report by the Riefman Institute, compiled with the assistance of former senior defense officials, warns of an unprecedented strategic threat: the convergence of massive illegal weapon stockpiles, nationalist extremism, and Iranian intelligence direction in Israel's southern Negev region.
The Negev's Strategic Vulnerability
The document, titled "Nevatim Envelope - Reference Scenario," reveals a harrowing security vulnerability. While Iran has repeatedly targeted airbases like Nevatim with missile strikes and recruited local operatives for espionage, the domestic threat lies in the proliferation of illegal weaponry. Law enforcement estimates suggest between 100,000 and 130,000 illegal firearms, machine guns, grenades, and explosive devices are currently circulating in the Negev.
"Iran does not need an army in the Negev. It needs three things: eyes on the bases, available weapons in the area, and a population part of which is ready to act. It is building all three simultaneously," the report states.
Lessons from Operation Guardian of the Walls
The report draws alarming parallels to the events of May 2021 during Operation Guardian of the Walls. At the time, widespread riots and road blockages cut off Israel's south from the north, trapping IDF reservists attempting to reach bases and leaving the Nevatim community under siege for roughly 24 hours. The authors caution that during a multi-front war, synchronized road closures combined with hostile actors firing on airfields or deploying drones could temporarily paralyze Israel's core aerial capabilities.
According to the State Comptroller's report, stray gunfire has already penetrated the Nevatim Airbase perimeter and struck an aircraft wing. Security officials stress that even minor ground damage or runway blockages can ground advanced F-35 fighter jets and heavy transport aircraft, inflicting severe operational and economic costs at the height of a military campaign.
A Dangerous Minority and the Path Forward
The report emphasizes that the threat does not represent the broader Bedouin society, the vast majority of whom are law-abiding citizens—many of whom were killed, kidnapped, or served heroically during the October 7 massacres. Rather, the danger stems from a dangerous minority operating within a security vacuum.
The authors call for a comprehensive national strategy combining aggressive law enforcement against illegal arms with infrastructure regulation, economic development, and enhanced protection of strategic military supply lines in Israel's southern frontier.
