Meta Overhauls WhatsApp Business Pricing and Introduces AI Token Billing
Meta has announced a major pricing overhaul for the WhatsApp Business Platform, canceling the customer service message fee waiver starting October 1, 2026, and introducing token-based billing for autonomous AI agents.

Meta has announced a sweeping overhaul of the pricing model for the WhatsApp Business Platform, eliminating the service message delivery fee waiver that has been in place for the past two years. Starting October 1, 2026, every customer service message, whether sent by a human representative or an external AI chatbot, will be subject to standard delivery fees. The new rates will be determined by the destination country and aligned with authentication and operational update messages.
Pricing Structure and Deadlines
According to Meta's updated price list, the service message tariff will be pegged to local utility message rates, standing at approximately $0.0053 per delivery in Israel—roughly 2 agorot per customer reply. The decision impacts hundreds of thousands of businesses worldwide using WhatsApp as a primary service and sales channel. Meta has issued an immediate ultimatum: companies that fail to update a valid payment method in the system by September 30 will find their service messages completely blocked starting October 1.
"Small business owners can breathe a sigh of relief. The cancellation of the service message fee waiver does not apply to the standard private app or the basic WhatsApp Business app."
Impact on AI Agents and Small Businesses
Business owners who manually reply to customers directly from their smartphones will continue to do so completely free of charge. The new decree targets exclusively enterprises, organizations, and developers operating through the enterprise API interface, connecting WhatsApp to CRM systems, multi-agent service centers, external bots, or Meta's autonomous AI agents.
The second tier of the move involves the rollout of Meta Business Agent, the company's independent AI agents. Unlike the traditional per-message cost model, Meta is implementing a billing model familiar from the world of Large Language Models (LLMs). A unified global rate of $2 per million tokens will apply, covering both artificial intelligence processing and message delivery. According to company estimates, a typical message consumes 20,000 to 25,000 tokens, meaning a basic response is expected to cost a business about 4 to 5 cents.
