Israel Expands Northern Shield Program with Grants of Up to 182,000 NIS for Secure Rooms
Israel expands its "Magen HaTzafon" program to fortify homes up to 9 km from the Lebanese border. Starting September 15, 2026, eligible northern residents can receive grants of up to 182,000 NIS for secure rooms.
Expansion of the "Magen HaTzafon" Program
The expanded "Magen HaTzafon" ("Shield of the North") program is officially underway, extending private fortification assistance to frontline communities located up to 9 kilometers from the Lebanese border. The application system is scheduled to open to the public on September 15, 2026, allowing eligible residents to apply for government assistance to construct a residential secure space (MAMAD) in their homes.
This expansion follows a government decision made on June 2, 2026, led by the Prime Minister's Office, the Ministry of Defense, the Ministry of Construction and Housing, and the IDF Home Front Command. Under the self-realization track, eligible private homeowners can receive a direct grant of up to 182,000 NIS to construct a secure room in their residence.
Large-Scale Fortification in the North
In total, the expanded program is expected to fund the construction of more than 15,000 MAMADs across 89 northern communities. This large-scale initiative aims to extend the defense envelope to communities located further from the border, following earlier phases of the program that focused strictly on localities closest to the Lebanese border.
The program also addresses multi-family apartment buildings. In these cases, fortification will be managed centrally by the Ministry of Construction and Housing and the Urban Regeneration Authority, targeting approximately 11,000 housing units with an estimated budget of 4.2 billion NIS.
This current expansion joins approximately 3,000 MAMADs already being advanced within a 1-kilometer range of the Lebanese border. More than half of those secure rooms have already been completed or are in the final stages of delivery.
Comprehensive Public Infrastructure Upgrades
"Magen HaTzafon" goes beyond private residential properties. The government's comprehensive investment in northern security infrastructure includes:

Fortification works in more than 335 educational institutions;

Deployment of 1,600 additional mobile public shelters (migniyot);

Renovation of more than 600 public shelters across the north.
The new self-realization track allows residents to take an active role in securing their homes by utilizing substantial state financial aid. Through this method, the government aims to accelerate the pace of construction beyond centrally managed public works.
The Ministry of Defense and the IDF Home Front Command will release the full eligibility criteria, the list of qualifying communities, application procedures, and implementation timelines ahead of the September 15 launch.
