Israeli Real Estate Shows Divergent Trends: Beer-Sheva Slumps While Haifa Surges
Contradictory real estate data from the CBS and Finance Ministry reveal a 9% rise in contractor sales driven by subsidies, contrasted by a severe slump in Beer-Sheva and a 29% surge in Haifa.

Recent data releases from the Central Bureau of Statistics (CBS) and the Ministry of Finance present a nuanced picture of the Israeli real estate market, highlighting a notable rebound in contractor sales alongside distinct regional disparities.
CBS Versus Finance Ministry Data
Two contradictory datasets were recently published regarding the real estate market. The CBS data points to a surge in the number of transactions, while the Ministry of Finance figures indicate a slight decline in July. The reason for this divergence lies in their scope: CBS data represents quarterly macro figures, whereas Finance Ministry data focuses strictly on the month of July.
Ultimately, after an extended period of reported declines in contractor sales, a revival has arrived. The Ministry of Finance reports a 9% increase in contractor sales, driven primarily by subsidized housing programs such as "Target Price" (Дира бе-Хена).
The Crisis in the Negev and Beer-Sheva
The Beer-Sheva region is suffering from a sharp downturn. Investors and local residents alike are increasingly abandoning the market due to a lack of tax benefits compared to neighboring areas and a relatively high price gap. Across the entire region, only 311 apartments were sold, representing a 25% drop in semi-annual terms.
"Something bad is happening in the Beer-Sheva area. Perhaps a tax incentive is the solution?" Market analysts note, pointing to soaring cancellation rates and declining average buyer incomes.
In the city of Beer-Sheva proper, only 170 apartments were sold during the first seven months of the year, compared to 281 last year and 666 two years ago—a staggering collapse of roughly 75%. This slump occurs while the city sits on an inventory of 1,100 unsold apartments. Meanwhile, neighboring Netivot has seen high sales volumes fueled by aggressive financing deals, yet it also accounts for 44% of apartment purchase cancellations in the south.
Haifa Surges While the South Struggles
While the southern real estate market faces severe headwinds, other regions are thriving. The Haifa region posted robust growth, recording a 29% surge in contractor sales with 313 apartments sold in July alone. This stark contrast demonstrates a shifting market dynamic, where northern hubs are strengthening while southern cities grapple with oversupply, financing risks, and cooling buyer demand.
