Israel and Kazakhstan Sign Double Taxation Treaty After Decade of Talks
Israel and Kazakhstan signed a historic double taxation avoidance agreement after over a decade of talks. The deal was finalized during the joint economic committee meetings, alongside new tech and cyber pacts.

Israel and Kazakhstan signed a double taxation avoidance agreement on Monday following over a decade of negotiations. The signing took place during the 10th session of the joint economic committee in Israel, co-chaired by Ze'ev Elkin, Minister in the Ministry of Finance, and Kazakh Deputy Prime Minister Zhaslan Madiyev, with representatives from 12 government ministries in attendance.
The agreement is designed to facilitate operations for businesses and investors in both nations while eliminating instances of double taxation on the same income. Alongside the tax treaty, the sides signed memoranda of understanding covering artificial intelligence, labor, and cyber security, as well as a joint declaration on space cooperation.
Strengthening Bilateral Ties
Minister Elkin emphasized the significance of the diplomatic momentum between the two countries, noting that the high-level delegation visit reflects a mutual desire to deepen economic cooperation. "I am particularly pleased to sign the agreement to prevent double taxation after more than a decade of negotiations, an agreement that will ease burdens for companies and investors and open new economic opportunities," Elkin stated.
The discussions also focused on expanding collaboration in energy, water technologies, innovation, agriculture, investments, and critical minerals. A newly established joint working group on water met for the first time, following an initiative launched during Israeli Foreign Minister Gideon Sa'ar's visit to Astana in January 2026.
Business Forums and Official Meetings
Ahead of the committee meetings, the Ministry of Foreign Affairs, the Israel Export Institute, the Israel Innovation Authority, and the Manufacturers Association hosted a business forum bringing together Israeli firms and the Kazakh economic delegation. Discussions also addressed critical minerals and potential business partnerships.
During his visit, Deputy Prime Minister Zhaslan Madiyev held official meetings with Israeli President Isaac Herzog, Foreign Minister Gideon Sa'ar, and Foreign Ministry Director-General Eden Bar Tal. Israel and Kazakhstan have maintained diplomatic relations since 1992, steadily expanding cooperation in high-tech, agriculture, and trade.
