Immigration Arrest Near Tel Aviv Support Center Sparks Human Rights Concerns
Tel Aviv's Masilon support center faces attendance drops after immigration authorities detained an undocumented worker nearby, sparking human rights concerns over enforcement policies.
The Population and Immigration Authority detained an undocumented foreign worker in Tel Aviv as she was heading to a support center for parents from the foreign community. The incident has raised serious concerns among human rights organizations regarding a potential shift in enforcement policy.
The arrest took place near the "Masilon" support center, which has been operating under the auspices of the Tel Aviv-Yafo Municipality for nearly 30 years. The center provides vital welfare, education, and health services to foreign workers and asylum seekers, aiming to prevent social distress and delinquency within the community.
Concerns Over Policy Shift
A longstanding police procedure, established in 2003 following pressure from human rights groups, prohibits arrests inside hospitals, religious and educational institutions, and offices of organizations dealing with foreign nationals. The rule was designed to prevent individuals from avoiding essential medical and social services out of fear of detention.
However, immigration inspectors intercepted the Filipino woman just outside the Masilon center. Activists report that following the detention, foreign workers have become fearful of visiting the facility, forcing subsequent meetings to move online.
"This is crossing a red line that severely harms the activities of Masilon and all organizations providing services to migrants," said Anat Harel Aharoni, CEO of the Hotline for Refugees and Migrants.
Authorities Defend the Detention
The Population and Immigration Authority stated that the arrest did not violate any protocols, maintaining that enforcement actions in public spaces remain permissible.
"The authority does not detain undocumented individuals inside institutions such as hospitals or schools out of consideration for established guidelines," the agency said in a statement. "However, detaining someone in a street who knowingly violates the law on a daily basis is part of enforcement work. It has never been ruled that an illegal resident cannot be detained in a public area, even if it is adjacent to such offices.
The Tel Aviv-Yafo Municipality noted that it is aware of the incident and has made extensive efforts to assist, emphasizing that it will continue providing services to everyone in need while maintaining the trust of the community.
