IDF Faces Dual Threat in West Bank as Lone-Wolf Attacks Challenge Security

The security situation in the West Bank reveals two distinct challenges for the Israel Defense Forces: intelligence-driven operations against organized terror cells, and the unpredictable threat posed by lone-wolf attackers.
In early Qabatya, elite Duvdevan forces intercepted two terror suspects preparing an imminent attack, benefiting from precise intelligence. Conversely, in the West Bank, a lone Hamas operative, Qadri Samara, ambushed and killed Natanel Shakron near Neve Tzuf before escaping. According to a senior security source, this marked the first successful lone-wolf attack in Area C in nearly a year.
Intelligence vs. The Lone-Wolf Threat
Organized terror networks require funding, recruitment, weapons, and coordination, leaving a clear digital and human intelligence footprint. Throughout 2025 and into 2026, the IDF reported a significant reduction in Central Command terror incidents, accompanied by thousands of arrests and intercepted weapons caches.
However, lone-wolf attackers operate without conspirators or phone calls, drastically limiting interception opportunities. Similar incidents include stabs at Kibbutz Tzuba and Metzor, as well as a recent attack at Meitav Yehuda farm.
Expanding Military Footprint
To counter evolving threats, Chief of Staff Lt. Gen. Eyal Zamir ordered the deployment of the 98th Division to the West Bank, dividing operational sectors alongside the 96th Division and regional forces. While increased troop presence and checkpoints enhance field defense, intelligence cannot always predict independent decisions made in isolation.
