Construction Sector Corruption Investigation

Following the outbreak of the war on October 7, 2023, the state barred Palestinian workers from entering Israel, creating severe delays in the construction sector and triggering efforts to bring in foreign labor. Two years later, the crisis has begun to ease with the arrival of workers from India and the return of some Chinese laborers. However, the slow pace of official recruitment prompted some companies to seek alternative channels, leading to alleged illegal practices.

Arrests Over Bribes for Unlicensed Workers

Investigators from the Lahav 433 anti-corruption unit arrested a public servant and several contractors on suspicion of bribery and regulatory negligence. According to the undercover investigation, the state employee allegedly conspired with contractors employing unauthorized Turkish construction workers. Suspects reportedly paid financial bribes to ensure inspectors would overlook illegal employment at various building sites, with part of the funds extracted directly from the foreign workers. Authorities also suspect that the contractors engaged in smuggling foreign workers across the Jordan border for a fee.

Real Estate Fraud and Money Laundering

In a separate case investigated by the Southern District Fraud Unit and the Tax Authority's Diamond Unit, a prominent real estate lawyer was arrested following a months-long covert inquiry. The suspect faces serious allegations including aggravated fraud, forgery, theft by power of attorney, tax offenses, and money laundering. Investigators found that clients transferred substantial sums to a trust account meant for real estate transactions and tax payments, but the lawyer allegedly cut off contact and misappropriated the funds when payment deadlines arrived.
