A contractor for the CIA has been arrested in Washington on charges of leaking classified intelligence to his romantic partner, an independent journalist, according to an FBI affidavit and U.S. media reports. The suspect, 42-year-old Ian Brinksman of Washington, held a Top Secret security clearance and worked on integrating computer systems, which granted him access to highly sensitive intelligence reports.

Investigators state that Brinksman spent months accessing documents unrelated to his duties and transmitting information to his partner, identified in court documents as journalist Aida Chavez, founder of the independent investigative outlet Capital & Empire. Chavez previously worked for The Hill, The Washington Post, The Intercept, and The Nation. While the reports appeared in her Substack blog and other outlets, Chavez has not been charged with a crime.

The leaked information reportedly formed the basis of several significant investigative reports. One publication from May 28 claimed that Israel secretly pressured the Trump administration to assassinate Mohammad Bagher Qalibaf, the speaker of the Iranian parliament, and launch new military strikes on Iranian oil infrastructure. Another report from July 29 detailed a CIA assessment suggesting Israeli officials sought to deepen integration within U.S. defense and intelligence systems to secure long-term backing beyond the Trump administration. An October 5 report outlined a CIA Red Cell assessment warning of potential internal instability in Israel amid political and social tensions.

The FBI uncovered the scheme by cross-referencing Brinksman's secure facility access logs with phone records and publication dates. Investigators noted over 800 phone calls or contact attempts between the couple in 2026. Brinksman was also found to be among a very small number of individuals accessing the journalist's Substack from his workplace. Department of Justice officials condemned the actions, emphasizing that the leak compromised national security secrets.
