Israel Approves Fast-Track Urban Renewal for Rocket-Damaged Zones in Bat Yam
The Israeli government approved fast-track urban renewal for two complexes in Bat Yam damaged by a rocket strike on May 15, 2025. The project, led by Bezalel Smotrich, covers 24 buildings and over 420 homes.
The Israeli government has approved the expansion of its rehabilitation framework for areas damaged during military operations, declaring two zones in Bat Yam as priority urban renewal areas. The decision follows a rocket strike on May 15, 2025, at 45 Jerusalem Street, which caused extensive damage to hundreds of apartments within a 200-meter radius.
The fast-track initiative is led by Finance Minister Bezalel Smotrich and Minister Haim Katz. It was formulated by an inter-ministerial advisory committee comprising the Planning Administration, the Government Authority for Urban Renewal, the Government Appraiser, the Ministry of Justice, and the Ministry of Finance.
Scope of Damage and Division of Zones
Due to the impact on the older urban fabric, which includes hundreds of housing units and commercial spaces, the government approved two sub-complexes for accelerated reconstruction:

Jerusalem A Complex: Includes 10 buildings (4 classified as red/severe damage, 4 orange, and 2 green) containing approximately 155 existing housing units.

Jerusalem B Complex: Includes 14 buildings (7 red, 5 orange, and 2 green) containing approximately 269 existing housing units.
Infrastructure and Security Upgrades
The declaration aims to address immediate housing needs while establishing a modern urban infrastructure in Bat Yam. Future planning will integrate residential, commercial, and public spaces, with a strict emphasis on architectural quality and advanced bomb shelter protection.
Rafi Elmaliach, Director General of the Planning Administration, stated:
"The declaration of these complexes in Bat Yam is first and foremost good news for the residents. Alongside repairing the damage, we want to ensure that this renewal leads to a safer and higher-quality living environment. Proper planning can turn this severe blow into an opportunity for urban revitalization."
Yuri Gamerman, head of the Government Authority for Urban Renewal, expressed satisfaction with the completion of the declaration process, adding that close cooperation with the local municipality will ensure a swift reconstruction process to provide residents with new homes.
