Ministry of Transportation Aviation Security Chief Revealed as External Contractor
Channel 12 reveals that Dvir Rubinstein, heading the Ministry of Transportation's aviation security center, is an external contractor with parallel jobs, raising transparency questions.

Dvir Rubinstein, designated as the director of the aviation security operations center at the Ministry of Transportation, is not a civil servant and holds concurrent external employment, as revealed for the first time by Channel 12 News.
Rubinstein spoke to the media as the official security representative of the Ministry of Transportation, addressing the security failure surrounding the Flydubai flight. However, it emerged that Rubinstein is a contractor rather than a state employee, operating a private firm named Dvir and previously serving as a senior security lecturer at Sigma College 005, which is managed by the police.
Following the broadcast, Rubinstein's profile was removed from the college's website. The Ministry of Transportation stated that Rubinstein provides services through outsourcing, emphasizing that his additional engagements were legally approved and conducted outside his contracted working hours.
