NTA Metropolitan Mass Transit System presented Israel's largest infrastructure project, the Tel Aviv Metro, at the InnoTrans exhibition in Berlin to representatives of major international companies. The Infra 2 tender is valued at approximately NIS 35 billion, drawing over 250 attendees from 20 countries, including European giants like France's Alstom and Spain's CAF, alongside Indian and American firms.

During the three-hour presentation, NTA and government officials detailed requirements for autonomous trains (GOA4 standard), materials such as aluminum or stainless steel, fire safety standards, and minimum passenger space. Plans for depots in Raanana, Segula, Masubim, and Rishonim were also reviewed. The project encompasses 109 stations and over 150 train cars across three lines.

"Long-Term Partners"

NTA CEO Itamar Ben Meir told attendees that geopolitical conditions and recent conflicts have not impacted corporate willingness to participate. He emphasized that NTA is seeking long-term partners, noting that risks are shared between contractors and the Israeli side for this civilian project.

"We are happy to see that all the top-tier companies in the world showed up here today," Ben Meir said. "Our project is effectively one of the six largest infrastructure projects in the world today, and the great interest is evident from the impressive turnout."

Full Foreign Exchange Hedging

Helen Maor, head of contracting at NTA, stated that the goal of the pre-qualification (PQ) process is to identify international entities to build and operate the massive project for decades. Gilad Fox, VP of systems and technologies, announced that an amended document will be published for technical feedback in the first quarter of 2027, ahead of the full tender.

Officials also promised full foreign exchange hedging for the entire duration of the project to accommodate international firms. While some European companies face domestic political pressure in countries like France and Spain, Israeli sources noted that firms continue to find workarounds through local branches or partner companies.

The pre-qualification stage runs until January 18, with the full tender scheduled to be published in about a year.
