Ramat Gan to Impose 730 Shekel Fine for Unnecessary Car Honking
Ramat Gan City Council approved a new noise prevention regulation and secured funding for six acoustic monitoring cameras. Drivers honking without justification will face a 730 NIS fine.
Drivers in Ramat Gan who use their car horns unnecessarily will soon face a new enforcement measure. The Ramat Gan City Council has approved a regulation allowing the municipality to adopt national environmental noise prevention laws. Concurrently, the city won a Ministry of Environmental Protection tender to fund the purchase of six acoustic enforcement cameras.
The cameras are scheduled to be deployed at six major intersections in built-up areas across the city, capturing drivers who honk and generate noise pollution. Any driver caught honking without justification will face a fine of 730 NIS.
Acoustic Monitoring Technology
This initiative aligns with a growing trend among Israeli local authorities utilizing cameras and noise monitoring systems. These systems identify the specific honk and trace the sound back to the offending vehicle, transferring the recorded evidence to enforcement officials.
In Ramat Gan, several steps remain before the system becomes fully operational. Alongside the physical installation of the cameras, municipal inspectors must undergo training and certification by the Ministry of Environmental Protection to grant them the legal authority to issue these fines.
Project Timeline and National Policy
Deputy Mayor Israel Zri announced that a tender for the camera network is expected to be published in the coming months, with installation planned during 2027. According to Zri, the city must first finalize the technology selection, map the primary noise hotspots, complete legal preparations, and establish the enforcement framework.
This move is backed by the Ministry of Environmental Protection's policy to promote technological systems for vehicular noise enforcement. In November 2025, the ministry published an additional 8.5 million NIS tender to support local authorities in purchasing and deploying noise detectors in urban centers.
Ramat Gan Mayor Carmel Shama Hacohen stated:
"In recent years, attempts have been made, including in the Knesset, to advance legislation enabling significant financial fines for the prohibited use of car horns. This legislation has not yet been completed, and in the meantime, the expected fine in Ramat Gan will stand at 730 NIS."
