The IDF admitted in a discussion with Attorney General Gali Baharav-Miara that it has refrained from proactive arrests of deserters "in the recent period," citing a concentration of efforts at border crossings and holiday adjustments. This admission directly contradicts previous statements by the IDF Spokesperson, who had claimed that reports of halted proactive arrests were "incorrect" and that the Military Police were actively enforcing the law in population centers and border crossings.

According to an update submitted to the High Court of Justice by the Attorney General's Office, military officials stated that overall, no proactive enforcement or arrests had taken place recently due to the redeployment of forces. However, the military assured that proactive arrest operations would resume during October. Deputy Attorney General Gil Limon rebuked the military, stating that the prolonged halt on enforcement against draft evaders does not align with security needs, strategic goals of expanding the regular army, or the rule of law.

Border Enforcement and Statistics

During September's concentrated border efforts, 212 deserters and draft evaders were arrested, with an estimated 163 belonging to the Haredi public. Out of 188 detainees caught at Ben-Gurion Airport, 64 were apprehended upon returning to Israel, raising concerns over potential loopholes in enforcing exit bans. The Population and Immigration Authority stated that these vulnerabilities were swiftly addressed.

Future Enforcement Steps

The Deputy Attorney General demanded that the Military Police immediately resume proactive enforcement in coordination with the Israel Police. Furthermore, the Military Prosecution is expected to lower the threshold for prosecuting evasion offenses and amend disciplinary regulations to ensure stricter compliance moving forward.
