Holon's municipal transport revolution has hit a severe legal roadblock after the municipality attempted to implement a total ban on shared electric scooters. Following an emergency petition by scooter companies, the court ruled that the sweeping decision is frozen pending administrative review.
Legal Challenge and Court Decision

However, the court intervened, ruling that existing operational permits cannot be revoked without formalized justification and due process. "The sidewalks have turned into a literal death trap, blocking the elderly and people with disabilities," argued supporters of the ban.

On one side, many citizens welcomed the measure, claiming that reckless riders, narrow pathways obstructed by light rail construction, and abandoned scooters pose constant hazards. The shared scooter association warned that banning regulated fleets would merely push residents toward purchasing dangerous private vehicles lacking speed limits and technological oversight.
