Large-scale construction in Be'er Ya'akov, Kiryat Yam, and Haifa Bay
The Vatma'l (Committee for Planning and Construction of Priority Housing Complexes) has approved a massive urban renewal plan for the old center of Be'er Ya'akov; in Kiryat Yam, 180 apartments will be replaced by 826 apartments in buildings of up to 40 floors; and in Haifa Bay, planning is advancing for complexes with millions of square meters for employment and commerce and thousands of housing units.
In recent days, planning institutions have advanced a series of construction and urban renewal plans across the country. At the center is a large-scale plan in the old center of Be'er Ya'akov, under which it is proposed to clear 769 apartments and build more than 9,600 new housing units in their place. Simultaneously, two complexes in the Haifa Bay plan have advanced, including millions of square meters for employment and commerce, and in Kiryat Yam, a Pinui-Binui (evacuation and construction) plan including 826 apartments has been deposited.
Be'er Ya'akov: 9,623 apartments instead of 769
The National Committee for Planning and Construction of Priority Housing Complexes (Vatma'l) approved this week a massive urban renewal plan in the old center of Be'er Ya'akov. The plan (Taml/2054), promoted by the Israel Land Authority (ILA) and the Be'er Ya'akov Municipality, spans an area of about 435 dunams. It proposes to clear 769 existing housing units and build 9,623 new ones in their place. The new construction is expected to combine perimeter buildings with towers up to 30 floors high.
The goal is to adapt the old area to the city's development and improve connectivity to the city center and planned transport systems, including two future metro stations and the Brown Line. The plan includes about 21,000 square meters of commercial and employment areas, 180,000 square meters for public buildings, and 53 dunams of open public spaces. The plan allows for implementation in phases to provide flexibility for rights holders.
Haifa Bay: Planning the area where refineries operate
The National Council for Planning and Construction recently approved guidelines for environmental impact assessments for complexes 3 and 4 of the National Outline Plan for Haifa Bay (TAMA 75, "Gate of the Bay"). The vision is to gradually transform the industrial area into an urban space featuring employment, commerce, housing, and logistics.
Complex 3 spans about 5,730 dunams and includes over 6 million square meters for employment and commerce, with potential for 5,500 housing units. Complex 4, located between Highway 75 and the Kishon River, includes 1,700 "special housing" units, 600 hotel rooms, 3.7 million square meters for employment, a logistics center, and a 10,000-seat arena.
Kiryat Yam: 180 apartments to be demolished, 826 to be built
The Haifa District Planning and Construction Committee has deposited a Pinui-Binui plan in Kiryat Yam, located between Jerusalem Boulevard and IDF and Henrietta Szold streets. The project involves demolishing 11 three-story buildings containing 180 apartments and replacing them with 826 units in seven buildings, including four towers ranging from 32 to 40 floors.
The plan includes 5,500 square meters of commercial space and 2,600 square meters for employment, alongside a new school, kindergartens, and public spaces. Its location on the Metronit public transport axis supports intensive development and mixed-use integration.
