Caesaria Expands: New Neighborhood 14 Approved with 735 Housing Units
The Haifa District Planning Committee approved Neighborhood 14 in Caesaria, featuring 735 housing units, commercial spaces, and multi-family developments across 280 dunams.

The Haifa District Planning Committee has approved a master plan for the construction of a new residential neighborhood in Caesaria, designated as Neighborhood 14. The project, initiated by the Caesaria Development Corporation, spans approximately 280 dunams and includes 735 new housing units, public buildings, commercial spaces, and open areas.
Project Details and Housing Mix
The new neighborhood will be located at the entrance to Caesaria near the Or Akiva interchange and west of Highway 2, situated north of the existing golf course. It is planned as a direct continuation of Neighborhood 13 and Complex 7. The plan features an average density of six housing units per dunam across a varied architectural landscape.
"This is the first plan in Caesaria that also offers multi-family housing solutions while allowing the continued development of the settlement alongside the preservation of its unique character," said Ronen Segal, Haifa District Planner at the Planning Authority.
Out of the 735 units, approximately 475 will be built in multi-family apartment buildings, while 260 units will be constructed on plots designated for semi-detached and four-family homes. The plan also establishes an internal road network, acoustic buffer zones due to the proximity to Highway 2, and comprehensive public infrastructure.
Market Prices and Real Estate Outlook
Property prices in established neighborhoods like Neighborhood 11 and Neighborhood 12 remain exceptionally high, often reaching eight-figure sums for large, heavily invested properties exceeding 300 square meters of built space on 600 to 800-square-meter plots. While the final pricing for Neighborhood 14 remains to be seen as development progresses, real estate experts anticipate values will comfortably outpace neighboring Or Akiva projects due to the prestigious Caesaria address.
Ruth Schwartz-Hanoch, Chair of the Haifa District Planning Committee, emphasized that the initiative aligns with the strategic vision of the comprehensive master plan through 2035, balancing modern residential expansion with the preservation of open green spaces and community facilities.
