Following the October 7 failures, the IDF Military Intelligence Directorate has unveiled a sweeping cultural and operational reform, prioritizing early warning, skepticism, and structural accountability.

The October 7 massacre exposed massive failures within the IDF Military Intelligence Directorate and other security branches, including Shin Bet and the Mossad. Recent operational reviews show that despite post-war reforms, Israel's intelligence agencies continue to struggle with systemic cultural issues, notably institutional arrogance and the entrenched "samach" (it will be all right) mindset.

On Wednesday, the IDF published an overhaul of the mission and core values of the Military Intelligence Directorate (Aman). According to military officials, the primary mission of providing early warning against war, hostile activity, and threats to the state and its citizens has been elevated to Aman's central responsibility. The directorate has also established four core values: responsibility, professionalism, humility, and truth.

Over the past two years, the early warning concept has been updated, existing models reinforced, and advanced training introduced within Aman's educational framework. A multi-arena and multidisciplinary intelligence warning operations room has also been established to forge a unified picture connected directly to the field.

Overhauling Intelligence Culture

The updated intelligence practice introduces a fundamental shift in Aman's organizational culture by placing the challenge of surprise and uncertainty at the core of daily operations. The directorate has adopted a critical and skeptical approach in discussions and training, placing heavy emphasis on empowering self-doubt, encouraging debate, and continuously challenging existing assumptions.

Special emphasis is placed on identifying "signals from reality"—anomalous information that deviates from expectations—and listening to dissenting voices that highlight gaps in understanding enemy capabilities. Aman has abandoned reliance on reassuring intentions, moving toward professional techniques that trigger warnings whenever the enemy alters its readiness.

Structural and Technological Reforms

The intelligence collection strategy now relies on multi-layered capabilities, combining high-powered technologies with grassroots intelligence from the field. New intelligence centers have been established across collection units to foster mutual challenge and analytical tension within the intelligence community.

"The relocation of the Military Intelligence Directorate to the Negev serves as an engine of transformation and growth," the IDF stated, emphasizing that moving intelligence units to the south is a strategic, technological, and operational milestone designed to strengthen inter-unit cooperation under one roof.

Additionally, a new data division is being established within Aman to centralize and process organizational knowledge using advanced computing infrastructure, big data, and artificial intelligence technologies.
